Key Outcomes of the ANSU-Land Secretary Meeting

1. ​Administrative Continuity Ensured: To ensure a stable and dedicated approach to resolving the ongoing crisis, the Land Secretary has guaranteed that the Deputy Commissioner (DC) and District Land Settlements and Revenue Officer (DLSRO) will not be transferred until the situation is fully resolved. This action is crucial for maintaining consistent leadership and accountability on the ground.


2. ​Formation of a Joint High-Power Committee: A joint high-power committee will be established promptly to conduct a thorough inquiry into the current crisis and related issues. The formation of this committee underscores a commitment to a detailed and transparent investigation, moving beyond surface-level solutions.


3. ​Inclusion of Team ANSU in the Committee if feasible: In a significant move toward transparency and community involvement, Team ANSU will be included as a member of this committee. This ensures that the voices and concerns of the public, particularly those from the East Kameng region, are directly represented and can help oversee and supervise the matter.

To address the challenges and improve the efficiency of Land Possession Certificate (LPC) issuance in Itanagar, ANSU has submitted a list of significant recommendations:

1)​Systematic LPC Validation: Conduct a transparent review of all existing LPCs to identify and legitimize genuine landholders.


2)​Establish a Centralized Land Bank: Create a land bank to ensure transparent and equitable land allocation, which will help prevent corruption.


3)​Digitize Land Records: Modernize all land records to create a secure, accessible, and tamper-proof database.


4) ANSU President also emphasized on Impediment to Development with the halt of LPC issuence: ​The inability to secure valid Land Possession Certificates (LPCs) or the arbitrary cancellation of existing ones has far-reaching consequences. Without a legitimate land title, residents are unable to access bank loans, which is essential for home construction and business investment. This not only creates financial vulnerability for families but also hinders the economic growth of the capital.
